A recently published paper (L.V. Hau et al, Nature, 2016) demonstrated that the speed of light could be slowed down to 17 meters per second when transiting a super-cooled Bose-Einstein condensate of lithium atoms. That is quite a deceleration from the speed of light in vacuo!
