I thought they were just actors doing the mannequin thing. I thought the Monarchy went down the drain when Thomas Crapper invented the flush toilet.

These poor people need our help (e.g., leave them alone) instead of obsessing over the poor dears. How would any of us hold up under a 24/7 spotlight? We should do ourselves and them a big favor - ignore them.
